The major challenge was to conceptualize the greenfield city Information, Communication and Technology plan with a hierarchical unified management using multiple Control Centres (C2), Command and Control Centres (C3) and a single City Command and Control Centre (C4) along with the subsystem outcomes and KPI metrics. The same infrastructure must be planned in such as way that it can be scalable for two decades or more.
